@wigglytickly It kinda depends.
On pieces where the character is the focal point I tend to draw them fbefore the background. But if the characters are intended to play off the background and environment then I tend to at least sketch it out first.

Imp Boy can turn the tip of his tail glowing from heat, hot enough to leave burns. Sometimes he brands people's butts.
