Like I said read this run if also so you can read FLEX MENTALLO! While it can be read on it's own Doom Patrol set it up anyway and it's a fun read but you should also see Flex Flex the Pentagon.
The other most important character of the run is Crazy Jane who might have one of the most unique arc in comics and a sad one. She has 64 different personalities each one with a superpower. This is a little deus ex machina but Grant doesn't use it to fix things often.
Ra's Al Ghul is an immortal dude who wants to curb the human population and get his daughter laid. He's more like Dracula then a real person. Batman has even tried to help him with things out of the goodness of his heart. It never works out.
The Penguin wants to be the one percent....like I know you want to too, but he like wants to be better then everyone else and tends to stomp on them and betray them. He doesn't even try to be a man of the people he wants people TO WORSHIP HIM!
I'm watching the first episode of Lower Decks, and yes the Rick and Morty stuff are REALLLY strong here. Five minutes in one of the leads is drunk and fast talking dunking on of the other leads.
See the whole idea of this version of her was that she's got injured and this caused her to become like this. It's very hard to believe that? See Jen has been a superhero for years, hell Bendis before had her go crazy from the Scarlet Witch.
For one Hulk forms need to be kind of unique, so when you introduce one it stands out. Take Joe Fixit the Hulk who became a leg breaker at a casino and did his best never to become the savage hulk again.
Marvel was also trying to court a more "fun" driven audience with certain books. You know with zingy one liners that could be shared on the Tumblr or stuff like that witch brings us to the tale of two hulk books.
