34.- Android 21 (Dragon Ball FighterZ)
I'm gonna be honest, I'm not really a fan of Toriyama's art style, but I really like 21 design, especially the messy hair.
33.- Alice Twilight (No More Heroes 2)
The second game has a lot of really neat designs, but Alice is among the best, especially because, surprisingly enough, there aren't that many lightsaber users in the game, so seeing one with 6 is really cool.

31.- Enkidu (Under Night In-Birth)
I really enjoy simple, yet, effective designs. You can know a lot about Enkidu by just looking at him, such as his personality being calm and serious and obviously practice martial arts. Plus he is a very hype character to watch on tournaments.
29.- Yunica (Gravity Rush)
I actually think her design is pretty cool, at least in her jellyfish force uniform. It has some steampunk-like inspiration, her right arm being both a cannon and a lance is the cherry on top, plus a cool helmet. Don't know why she needs a gun though.
27.- Makoto Niijima (Persona 5)
Not for something she is called "Queen" (sorry, couldn't resist). In all seriousness, Makoto has a really good design, she gives the appearance of someone strong and confident , which is heavily emphasized in her phantom self.
26.- Cynthia (Pokemon Diamon/Pearl/Platinum)
She is perfect, another character that has everything I love in a design, on top of being badass and one of my all time favorite characters.
