Thanks to the variety of boats and underwater environments, I can swap between technological environments and natural areas pretty easily.
A fun part of creating this story is designing characters that take visual cues from sea creatures.
On a routine raid on some ships, Puffer gets washed overboard with Clarissa, one of the passengers. The girls will have to get along in order to survive the dangerous ocean as they dodge pirates, monsters, and angry moms in order to hang out once their adventure is done.

I didn't want the prologue to be too long, so having Puffer interrupt the story serves as a good excuse to get Sharon to skip ahead some while introducing Puffer and Sharon's character dynamic.
Sharon mentioning the "gardening ships" as well as the nighttime ocean reveal, works to throw in some worldbuilding without bogging everything down with exposition. No character has stated that this world is underwater yet, but this hints at it.
Sharon definitely has issues resulting from having no source of unconditional love when she was young. One of her good qualities is her making a point to unconditionally love her child, Puffer.
