These Sailor Moon settei (character model sheets) by Ikuko Itoh recently sold for over $9,000 USD in Japan. Given how legendary these outfits are, it is understandable.
Included in the Japanese Dirty Pair LD boxset, this is a square piece of art silkscreened onto thick plastic(I don't know if there is a name for it). It's slightly translucent, so it can be backlit. It resembles a hand-painted cel, so that's likely how the source was made.
