The associated genga is in two layers - the head and the eyes. There's a note to use "special paint" for the eyes. It's hard to tell in the scans, but in-person, the paint is clearly more "glossy", to give the eyes a more reflective quality.

@ChotoLatte I might check out the manga though. It ran for 3 years and I like the art. The OVA essentially tries to squeeze in a full emotional arc into 30 minutes while introducing like 6 characters, and it just doesn't work. It took Urusei Yatsura 30 episodes to do the same thing.

@NoWordCount @GaucheArtist I'm going to give OP the benefit of a doubt and assume he knew this existed. Problem with it is that it's ugly, imo. I never cared for the Udon style. The Turbo Revival art is drawn by Edayan, who was the main series designer/illustrator for Rival Schools and Phoenix Wright.
