Pucchiemon hands down is nothing but an Adult, I can't see it any other way, in both of its variants.

Kongoumon seems strong, it has an important role and it has been used as a Perfect level, that I think fits it so well. Most of the Fate and Miracle Armors are like this.

Again, Coatlmon -> Sandiramon fits nice into the Armor -> Deva stuff.

I'd also like to talk about Bio Coatlmon, Bio Digimon are stablished as "Stronger than before it's remodeling" so I think they could work as Perfect Levels (If they ever come back as normal Digimon)

Wormmon really drew the short stick with it's Armor powers didn't it?

Archelomon is a clear Adult, and since it's shell is used by Zudomon, it's a nice evolution line!

Bullmon I like as an Adult, it fits the Armor -> Deva relation with Vajramon.

Togemogumon seems like an Adult, even if it can evolve from Chackmon, Hybrid are weird (?)

Owlmon also seems like an strict Adult...

As well as Nohemon and Searchmon. This four were easy to classify, they seem pretty consistent through the franchise.

Gold V-dramon can exhibit power rivaling that of an Ultimate Level... but it's aspect is kinda... weak. I like Perfect Level more, but it doesn't bother me as an Ultimate, although I don't like it being used as an Adult.

Shadramon is a polar opposite of Fladramon, so Adult.

Kangarumon doesn't seem really special, and it's always used as an Adult, so I think that works.

Magnamon is a Royal Knight, absolutely an Ultimate Digimon, but it can work as Perfect Level, specially on it's early appearences.

Gargomon's setting seems to be a contained Devidramon, and it also seems Manticoremon was MADE to evolve from it, so it's neat as Adult.

Saggitarimon is a Mutation among Centalmon, so I really dig it as a Perfect, but it doesn't bother me as a "strong Adult".

Honeybeemon is weak and comes from Kunemon, Adult is fine.

Depthmon is interesting, it's an Adult by all means, but it's diving abilities are outstanding, comparing it with Hangyomon and Whamon. Since it resist so much pressure, I'd be fine using it as an Adult or Perfect.

Sethmon is constantly used as an Adult level (and is the opposite of Holsmon, who's also treated as such)

Yaksamon is used exclusively as an Adult... but Hunters has it closer to Perfect... still, I think of this as an outlier, even if it wouldn't bother me to use it as such.

Fladramon should be an equivalent to Adult level, most products use it this way and I like how in Hyper Colosseum, the Deva evolved from some Armors, so Fladramon -> Majiramon is nice

Lighdramon follows the same concept. Lighdramon -> Caturamon
