According to my friend, in the Japanese dub, Wreck-Gar has a "Chinese 'accent' that is kinda racist by modern standards" and he and the Junkions are speaking in a grammatically correct but weird/cartoony manner. Also, she was nice enough to translate what they said in the clip.😅
