Sega can do as they please with the character, in any way they wish. They're the original copyright holders.

Yeah, Bubsy 3D sucked, but that's because it had nothing to go off of
Nowadays? I'm sure they could make a fun 3D collectathon of sorts out of Bubsy's moveset (gliding, Nerf guns, bombs, etc.)
Look, anyone can dislike any fictional character, and for almost any reason... but the general complaints I hear about Sally just feel shallow
