Fun fact: Ragnus was meant to be fully playable. He has an unused sprite set.
My guess as to why he isn't playable in the console versions is because of budget.
He's essentially two characters in one. Need two models and two VAs probably.
Compile was too busy hiring 4 artists.

Ever image if they released this game in the west in very late 90's/Early2000's that we may've gotten a 5th set that's more edgy?
