The bull or cow is generally associated with fertility, growth, abundance & vegetation. So, Ibn Arabi also, assigns it the divine attribution of "Universal Substance" or prima materia, the very first matter. It is the starting material from which all others grow & develop.

Ibn Arabi appoints the attribute of "The Universal Soul" or "The Tablet" to this mansion. The Universal Soul is that which receives the Breath of the First Intellect. This soul is the Tablet on which the Pen writes. The Moon receives the Sun's light, hence it being the ruler.
