Here's the real question --

Glacors now require 84 Slayer to kill - would seem to have the exact same ID (maybe not)

*But* have Jagex made it so players who complete RotM but don't have 84 Slayer can kill Glacors in their cave / complete the quest?

Interestingly, one of the reasons Jagex pushed back the M&S rework (from 2016) was because players wanted Mining shafts.
