Digimon is a franchise born to be "Fighting Tamagotchi", so the core of it was to expand on Tamagotchi's original growth system to include a fighting mechanic so that multiple "tamers" could train their Digimon and make their evolve into the perfect fighting monsters
The Strongest Digimon Part 1: The First Strongest Digimon
The topic of the "Strongest something" isn't uncommon for many franchises, although some have this as being more "important" due to being a focus for the franchise, and Digimon is kinda of one of them.
Although Millenniumon is both known as the powerful evil mastermind from the Ryo games from the wonderswan, his characterization of those games are definitely an outlier from the way that this Digimon is used.
This event is very strange and we don't know what it means. A story about eternal waking that has a focus on Zeed Millenniumon ? The story is called the "Parallel World Traveler" so we can theorize about this... Still, this is one of the strangest uses of this Digimon.
In Digimon Crusader we have Millenniumon as the final weapon created by Andromon, in order to start a revolution for his species, he created this Digimon from his previous studies as the perfect weapon. A mindless beast used for power.
However, Millenniumon wouldn't be used a lot in the franchise until nearly a decade later in Collectors, Xros Wars, and Crusader. Other than various cards of course.
However, the original version for the Wonderswan Color did have a story and it explained Millenniumon as a monster from the depths of the World of Darkness that appeared to cause destruction. So, nothing more than a destructive beast
