How ive been making hair lately using the well hidden bend curve deformer. The first step is about making some geo that will deform nicely, personally I insert the low poly sphere imm, stretch out one half then Zremesh it.
Armour began as a rough block-in before using some paintovers to get more of a direction. Clean stuff was then modelled in Maya.
