So the designs of Riddler and Penguin seemingly are variations of the WB World Dubai Penguin and same Riddler hybrid with fanart (who is so disconnected from its artist, the name is hard to find with a reverse image search. If anyone knows the original artist, please tell me.)
One thing I think about as a curator for my Burns and Smithers sideblog is that what they mean to me as a queer person.

I love how canonically for the last 30 or so years it's been like
Riddler asks Oz for things and money, Penguin does so.
Joker does the same and Penguin basically tells him to get fucked.
