Written by Frank Tieri. The key point in the shift of their intimacy, this arc had Penguin covering for Riddler and - in the cause of his death - leaving the Iceberg Lounge entirely to him. This storyarc is all about trust and mystery.
If you had 'giant hairy naked mutated Oswald Cobblepot' on your comic checklist, come on down.
Though as much as I hate the pointlessness of this scene, I REALLY like this design. They went with what is lovingly titled 'hot mess' Riddler, which we see in the Arkhamverse series, Gotham and he also looks a bit Batman 2004 ish.
It ALMOST makes me wish we did see him.
