I believe Jim Corrigan should be considered one of the best detectives DC has to offer. He’s over a 100 years old (depends on the continuity I suppose). Plus he is The Spectre as well which helps a lot.

Why do fans and characters alike tend to ignore Corrigan?

Aztar was an angel, who rebelled alongside Lucifer. He was consequently turned into a demon/fallen angel.
