Street view times place the addition between Dec 2011 and Apr 2015 and removal before Nov 2021. As other anime-styled characters can be vaguely seen, this was likely a generic search for anime-styled art.

The Facebook post was made four days before the arrests. One of the post's lines approximately reads "Let's all die together?". The article states that Flandre "seems to represent her heart," which is perhaps the best explanation available.
