Little is known about Togashi. No artist is credited for the cover art of Street Fighter Zero 3 for Matching Service but Street Fighter V AE has corrected this oversight by crediting them.
They may also have done illustrations for Street Fighter EX 2 and 2+ (another team work).

3 artists are credited for the character portraits in the artbook SF25: The art of Street Fighter: Ryūji Higurashi (Mega Man) (pic 1), Shima Maeda (Pocket Fighter) (pic 2), and Daigo Ikeno (who also drew the cover art for the Japanese version) (pic 3).

As in Metroid (released one year later), we learn in the end of Baraduke (1985) that the main character is a woman.
She looks a bit like the main character of Nausicaa (whose film adaptation was released in 1984).
