@MrMadbrain great question. The difficulty is keeping clusters readable. Pixels can easily read as noise or blur & that hinders readability. There's no substitute for hand-placement & using rules. The upside is pixelart is manageable. You can control every pixel on the canvas if you want!

I took the "fantasy console" theme and tried a 16-color palette that fits many styles
