It's a component of the Lunar Base Synthesis Study (1971), as I understand it. That spun off the Phase B Extension Space Station and IPP work.

This one is pretty neat, too: https://t.co/XwMFnXwCTD It describes a series of presentations at NASA HQ in 1963 pitching an expanded robotic exploration program. If you know 1960s robotic exploration history, you can guess how that went. "A" for effort, though.
