The debug sprite palette picker might explain this if they were choosing palettes on the hardware itself, as a few other bizarrely colored sprites also look much more natural when viewed there. Sneasel even appears to have two shades of brown, which lines up with its SW97 design.
Interestingly, Spinarak appears green/yellow on actual GBC hardware in GS despite actually being colored blue/purple, something no emulator is capable of showing. It's unclear if this palette was picked specifically to do this or the art was erroneously colored after seeing it.
Another interesting detail: Pelipper's neck protrusion returned from the early RS sprite, meaning the original designer for Pelipper might have been the one to draw the early DP sprite, or else the concept art used for reference still had it.

This alleged female Charmeleon appears to be a later version of the one found in the files of the final game, having the same pose and the same smaller horn...bump?
Many know Nick as the guy you have to soft-reset to avoid from showing up in the Bug-Catching Contest, but he's also the trainer with all 3 Kanto starters in Union Cave B2F (despite changing palettes).
This episode of GCII is from February 1998, but the footage does clarify that it is from SW97 (see the text in the upper-left corner). The B-roll was distributed to press kits, so it's no surprise that they used this to promote the game for its planned release on March 29, 1998.
