With Wizard of Oz, the Wicked Witch is powerful everywhere, but location matters, be it munchkinland or the yellow brick road. Vancian magic does seem to lose the location element, but not sure if mana systems preserve it either.

Some stories don't even worry about mana. A jedi in Star Wars can pull the same Force tricks endlessly.
