Rouge drowns herself in treasure, but she's riddled with insecurities and has no close friends to confide in. The flirtatiousness is something she uses to manipulate people, but it's always been a mask to hide her motivations.
I personally think she had a rough childhood.

Sally Acorn is the only character to ever get with Shadow in any piece of Sonic media. In the Archie comics, she marries King Shadow in an attempt to tame him.
