Cancer is in fact a canon character that Oda has shown a few times before. However, we've never known much about him, so I expanded on his role by making him the chief of the Promotion Council. I figured there had to be someone in the marines choosing who gets promoted!

However, we're still missing all the Straw Hats being in one panel together (which also happened for the last time in Chapter 701), so the wait for that panel with all of them still persists!
