If you think about it, this method of egg-laying makes perfect sense. Also it looks like another egg is on the way, based on the burgeoning trunk/stem.

HYPROFESIS:

Jessie' original anime design is an adapted Sabrina design, possibly because Sabrina was going to be an antagonist at some point in the anime's development?

The whip, hair, skirt, and puffy sleeve jacket all seem indicative of this.
