The one depicted in Megaten seems to be related to Virochana, the king of all Ashura (Asuras), who searches for the secret of enlightenment from Hindu and Buddhist mythology.

During the battle of Kojima, the warriors Fujiwara no Hidesato and Taira no Sadamori, his own cousin— took him down and decapitated him. This head was brought back to Kyoto, and reported in for the bounty, after this, his head was buried in Edo, where he is revered as a Demigod.

He is the protagonist of SMT III, and, much like his name implies-- is classified as a "Fiend" and is half-demon after the event known as "The Conception."

In Japan, Seiryu takes on a different meaning of being one of a guardian. Specifically of Kyoto, being one of four.

The others being

Genbu,
Suzaku,
and Byakko.

All 4 of which are actually represented in SMT as demons, fancy that.
