According to the Blu-ray booklet, "Moon Healing Escalation!" was originally called "Moon Power Healing!" The picture book uses the original attack phrase.

In the anime, Gamecen captures Sailor Moon with his claw. In the picture book, he captures her with a net, along with Mars and Mercury (who do not show up for the fight in the episode). It seems likely Mars and Mercury were originally meant to appear in the show.

In episode 25, Usagi runs afoul of some thuggish adult men. In the picture book, the thugs are a group of delinquent boys around Usagi's age.

Widow has a much simpler look in the picture book version of episode 16. Could this be based on an earlier design for her?

(Widow also only ensnares Sailor Moon in the anime, while in the book, she captures Mars and Mercury as well. Another leftover idea from an earlier draft?)

In the show, Morga steals energy using all the jewelry on sale; in the book, she specifically uses rings. Naru's real mother is also included among Morga's brainwashed minions in the book. Was that all part of the original plan for the episode, or something made up for the book?

In episode one, Usagi and Naru go to Naru's mom's jewelry store by themselves, but in the picture book, they are joined by Kuri and Yumiko. Could it be those two were originally slated to appear in the episode?
