According to the "Ask Wario" section on the official Japanese Wario Land 4 website, Dr. Arewo Shitain from WL4 and The Frog For Whom the Bell Tolls and Mad Scienstein from Wario Land 3 are the same character.

WarioWare's Pyoro is a prody of the Kyoro-chan, the mascot of the Japanese chocolate brand Chocoball, a reference understanbly lost on most western players. [Incidentally, Final Fantasy's Chocobos are also named after Chocoball and its mascot]

I remember reading in an old Rare Scribes that Tiny Kong's redesign in Diddy Kong Racing DS actually had been created by Nintendo before Rare approached the company about making the game, but the deletion of the Scribes archive makes this difficult to confirm.
