It was likely a misinterpretation by the artist as the sprites was all he had to go by... which carried over to the cartoons and comics giving him black scleras

In Smash, they nerfed how much skin Bayonetta shows when doing her attacks

Palutena had her outfit modified so she doesn't show as much skin

Peach was made impossible to look up her dress

Mythra was given leggings/stockings to cover up her legs
