Not really. We've had semi-aquatic Spino, which actually aged pretty well, & there were semi-aquatic dromaeosaurs. Plus swimming theropods aren't uncommon in paleo-media.

I currently subscribe to the wing feathers evolving for assisted running/display first and having a wing like shape but not as asymmetrical and flight adapted as modern birds. There is some evidence for this in the structure of certain theropod wings.
