13: Super Saiyan 4 is by far the most overhyped transformation in Dragon Ball.

It was narratively strong, but came straight out of left field and fell victim to a similar thing that Super Saiyan did in Z.

That being said, I still fucking love it.

I loved the idea behind it, I absolutely abused the "fetch!" exploding arm technique. The promo art and music (Megadeth? YES) was tight. Despite its cool ideas, it played poorly, and I remember being disappointed at how little it pushed into its ideas artistically and narratively
