Maybe they want to release these as individual skins later but it's still a shame that they had concepts that actually looked like she was from Piltover or just visually a lot more interesting and chose to go with something that just emphasizes her being an idol. :(

By this point I'd added separate meshes to build the skirt, eyelashes, etc.

The colors here are just materials with Base Color set. Assign them to the appropriate areas. Makes the model "feel" more complete but also visually separates areas of the model. Nice for UVing later.
