It's a parody of Batman of course. But in this specific story, Ratman went in america to meet other superheroes. Soon he realize that only minor villain are around, and all heroes just cover a "weekly story" and return home. [1/x]

As I said right now, the whole "strong as a god" come from 299+1 from Leo Ortolani. But of course no one gets it. It's an Italian comic.
