August Ritter von Meissl (1867-1921) was an official Austro-Hungarian "War Painter". Meissl was best known for his animal and military paintings, but was also known for drawing caricatures.

I do see the general aesthetic of that design as "Megatron," though.

It's very old-timey industrial/WWI-like; it's simple cuz he's old. It's gives off this vibe of an an elderly war general hungry to battle and conquer, which perfectly describes Megatron.
