HELL YEAH!!! in stories where you give animals the ability to craft tools + shelters, there are NO logical reasons why they couldn't build accommodations for disabled cats.

Sometimes, it’s hard to find because their shelters are cryptic. Fear not, however, because man’s best friend will come to the rescue! An especially trained dog can easily detect bed bugs, and even discern them and their eggs from other insects and even dead bed bugs!
