I use strokes + expand appearance to make fur
You can use this kind of stroke to make fur, and when you get the width you want, hit Object menu > Expand Appearance to make strokes into shapes. Then you can use pen tool for further adjustment!

I sketched this one out pretty quick and I'm not sure if I'll finish it. The problem left to solve for, I think, is figuring out how to make the terrain more visually interesting with lines and shapes. I think I made a mistake by using too many colors as well.
