I'm so sad I played the game originally on a GBA with no backlight because I feel like that did a disservice to the game's look. Wow!

seconding this! it’s my go-to for backlighting and i use a very dark red or burnt sienna-type-color most of the time. this is old artrage stuff but in procreate i draw my outline in a color that’s way too bright so i can see where it is and then use hsl to fix :-)

I think you're referring to what is called a backlighting or "halo effect". It's really hard to draw and I'm still trying to learn myself, here's my recent attempt below. I recommend looking up lighting layers tutorials and backlit references (backlit suit photo refs added here)

WAUGH i abuse the fuck out of layer effects specifically glowing ones for my lights? one thing that works really well is putting area of lights in ur shadows and adding like..little backlights. like on mister deuce he has light blue bc of the sky bouncing light on him
