canon explanation is that dr light just really liked the greaser era and aesthetic so he gave blues pompadour and named his kids rock and roll. there’s also official art of the twins dressed up in 60s fits.

here's the more recent redesign for the red queen including her brood. Her dress is made of blood using vampiric blood magic. It looks like cloth on her body but it trails behind her like a liquid. Her brood are all male servants that dress like greasers
