No no, you’re mistaken, Loki was created by Sakura Kinoshita for her manga Matantei Loki Ragnarok in the late 90s.

Marvel must have been inspired by the story of a god being banished to earth and meeting a girl there but liked Thor instead of Loki since he’s also from MLR.
