Anyway, after reading some more of the Lazy Shell source code and fixing my own tile disassembly code, my findings are illegibly written in my notepad above. Long story short, I get it now. I have to debug the statue offset, but at least the sprite loads.

CAPCOM understood it and went as far as to have one of the CPS background layers use 32x32 tiles, with 16 colours. So CPS offers three different layers, each with 16 colours per tile and different tile sizes: 8x8, 16x16 and 32x32
