I don't really agree. The PSX-era titles have a very different feel from the SNES-era titles (not as much in X4, but still noticeably different). It's all in the proportions.

Big hands/eyes/head, doll proportions
Cute, pastel
Soft edges and smooth clean colored lineart
Minimal shading
Sparkles

And here’s the result!
