Yep. Shell combines a lot of elements from both Remix & Mina (made by ). From having Remix's jacket combined with Mina's lab coat, to her having Mina's skirt when she was a kid & Remix's boots, to having Mina's glasses and Remix's brow. I try to put a lot of thought in.

It's probably due to how he's drawn in that image. Most Sonic artwork has his brow much closer to his nose, not to mention they make sure not to have the pupils at the side of his head in those profile shots, so it looks more normal.
