Oh yeah it's definitely Photoshop (I see the smudge tool being used too), I'm just very doubtful on it being Jamie. There's this from around the same time where I reckon the clouds WERE painted by him, since they're a lot more in line with his colouring style from this era.

It's called lazy, instead of drawing new art, they just use screenshots and character visual art, anyone with Photoshop can recreate this
