That’s him! I can’t find the picture it reminded me of, but this is close. The one Angron reminds me of was one of the interior covers of a 3rd Ed Codex. It was this crazy, flayed face. Such a distinct style.

That region of hair is known as the sidebangs - learned about it while designing my OC Grace (attached fanart by ).

There are many variations of sidebangs, and these specifically are just "long straight sidebangs" in combination with the overall style.
