I personally use lasso fill and G-pen for drawing hair. Lasso for basic shapes, pen for additional details

this tutorial is for Clip Studio Paint, however you can do the same in Photoshop. Theoretically you can do the same in Paint Tool Sai, but you have to apply outline later

actually put some effort into this and made a decent design and some written stuff, theyre called scuffles, they come in a very wide variety of colors and general shapes, but theyre usually cattle sized, they can roll up into a ball and harden their wool as a kinda defense-1/3

one of the things i focused on with her redesign was giving her more consistent Shapes, because her face and hair always came out different every time i drew her.

That is what I have been experimenting with for a while. I tried just painting first with shapes, then lining over it. Doing very thick lines first and carving them out into thin lines on 2nd pass. Diffirent brushes. Nothing really sticking but maybe painting one. But still tough
