'Pied Wagtail (Cardinal)'. I always see these little guys in car parks! Apparently, they can find dead insects easier this way, stuck to the tarmac/your front car tyres. Tasty! The wagging in birds tails is a signal to others in the group, as a dominance display or to predators.
