Copic Marker-like brush + paper overlay really helps with this.

Having to lay down multiple strokes to get cel shading + paper texture helps make it feel like it was drawn traditional — or at least sorta close to it! (Close up for details ~)

For base layers, instead of a soft rounded brush, I mainly use a soft, roughly rectangular-shaped brush & apply a grainy texture to it.
I find it adds a nice amount of rawness while still blending smoothly when needed!
