The dragon form has a full set of sharpcarnivore teeth, but the normal cow form has plain ole herbivore teeth.
He doesn't have any teeth at the top /front of his mouth, only a soft dental plate.

Our ancestors started to eat meat around 2 million years ago, because climate change made plants less available. By cutting the raw meat homo erectus had a big advantage over other carnivores. Slicing the meat spared them 2.5 million chews per year – an entire month of chewing.
