Wario is tough and freaking strong. As a result enemies need weapons, spikes or other kinds of attacks to even harm him, unlike Mario, who can be hurt by even a Goomba just touching him.

It also leads to Wario having far more physical moves than to just jump on enemies.

My take: They are like stamina. If you're reduced to half your hit points, it means you've been hurt. 0 hit points means a lethal wound.
Being above half your hit points means you're intact and unscathed. Just a bit tired.
